I don't think you can upgrade to another version of Policies Now without paying. However, there is another version on the official website. You can download a trial one, but to upgrade to a higher version to use it on Windows 7, access the support link posted below to get in touch with the developers. Based on your current license, I believe they will offer you the possibility to upgrade at a lower price.
Yes, Policies Now program does have the capability to import documents created using Personnel Policy Expert, so you don't have to start over again.
